Matt Horr

Matt Horr has over 26 years of experience in the defense sector as a US Navy Veteran, Engineering Test Pilot, International AcquisitionProgram Manager and Operational Planner. During his tenure in the Navy’s H-60helicopter program office, he led the team that won the first international MH-60R sale worth $2.3B. Matt conducted business development, trade shows and technical exchanges with 13 nations in Europe, Asia and the Middle East. His experience with Security Cooperation includes Direct Commercial Sales, International MilitaryEducation & Training and Foreign Military Sales procurement and sustainment. At the Missile Defense Agency, he was responsible for a $7M budget providing Integrated Air and Missile Defense modeling and simulation support to exercises in response to today’s ballistic missile, cruise missile and drone threats in the European, Central and Indo-Pacific theaters. As the Director forFuture Plans, Exercises and Assessment at USS Ronald Reagan Carrier StrikeGroup, he coordinated operational and exercise activities with 7 allied and partner nations in the Indo-Pacific, including multi-national anti-air and anti-surface live fire events. Matt’s combination of technical and programmatic expertise, along with experience in international engagement and foreign military sales, provides a combination of breadth and focus honed by recent operational experience.
